REMARKS:
Ali Sayyid Muhamed Mustafa al-Bakri, better known as ‘Abd al-‘Aziz al-Masri, is an al-Qa‘ida member and an expert on explosives and chemical weapons. He is a member of the al-Qa‘ida Shura (leadership) council and is a close associate of al-Qa‘ida leaders Sayf al-Adel and Dr. Ayman al-Zawahiri. Before joining al-Qa‘ida, al-Bakri was a member of the Egyptian Islamic Jihad terrorist group under the direction of al-Zawahiri.
WANTED: Should be considered armed and dangerous. He served as an instructor in al-Qa‘ida’s camps in Afghanistan, providing terrorist recruits with training in the use of explosives and chemical weapons. Al-Bakri also unsuccessfully attempted to hijack a Pakistani Air passenger flight in December 2000. It is highly probable that he continues to train al-Qa‘ida terrorists and other extremists.
