Terrorism Definitions

| These definitions are set forth in US law, Title 22 of the United States Code, Section 2656f(d). |

Terrorism:
Premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents. |

International Terrorism:
Terrorism involving the territory or citizens of more than one country. |

Terrorist Group:
Any group that practices, or has significant subgroups that practice, international terrorism. |

State Sponsors of Terrorism
State sponsors of terrorism provide critical support to non-state terrorist groups. Without state sponsors, terrorist groups would have much more difficulty obtaining the funds, weapons, materials, and secure areas they require to plan and conduct operations. Most worrisome is that some of these countries also have the capability to manufacture Weapons of Mass Destruction and other destabilizing technologies that could get into the hands of terrorists. The United States will continue to insist that these countries end the support they give to terrorist groups.
