- Lead the USG's production of terrorism analysis and orchestrate, integrate, and leverage the CT community's analysis and production capabilities.
- Design, implement, and measure the effectiveness and progress of strategic operational plans for combating terrorism, aligning the nation's CT activities toward common policy goals and strategic objectives for counterterrorism.
- Orchestrate and integrate the CT community's information needs and priorities.
- Remove barriers and facilitate the CT community's access to terrorism information.
- Create an integrated information access architecture for the NCTC that can be leveraged by the CT community.
- Shape, strengthen, and sustain the NCTC workforce.
